First of all I'd say that any black that can meet the standards should be hired.
Number two if blacks can't meet the standards as often as whites that shows the effect that institutionalized racism has had upon them. It has nothing to do with their genetics.
Blacks, in particular black males are subjected to racism from the moment they are conceived in the womb as their mothers are more likely to be poor and therefore less likely to have access to good pre-natal care. Again due to the history of institutionalized racism. This stacking of the deck against them continues right up until they die.
