Unfortunately you cannot teach empathy, people either have it or they do not. And if they do not have it don't put a uniform on them.

If officers were required to LIVE IN the neighborhoods they patrol that might be a added consequence.

That has to be balanced with the willingness of cops to live in said neighborhoods (i.e., is it a deal breaker for recruiting qualified cops?) Plus, it's damn near un-American to tell somebody where they have to live. Morever, certain municipalities are simply too expensive to live on a cop's salary (NYC, DC, San Francisco...)
In my county, cops are allowed to take their police cruisers home (and use it as a POV) if they live in the county. They may not, however, bring their cars home in they outside the county.

I'm sure there are qualified applicants for openings. It is up to the police force to hire them instead of there buddies.
On the requirement of residency, it is a requirement for many Government jobs now. Be a damm shame to have to pay an officer more now would it?

Tom gives hell to those he thinks deserve it. He enjoys doing it and will 'make' chances to do it when they are not handed to him. So he can be kind of obnoxious that way.
427 was a malicious troll who made war on this forum in ways that go far beyond anything Tom has or will do, to the point that the comparison is more than a bit unfair. Not that Tom is bothered, I'm sure, but I don't think this comparison is a good use of forum history. The facts do not support this, in my view.

It would certainly help if the Police force was more representative of the community. A 95% white police force in a 75% black community is asking for trouble and there is no excuse for it.
I wonder how many baggers would like a 95% black police force patrolling their neighborhoods?

On a TV panel, the police chiefs in NYC, Philadelphia, Cincinnati, and Montgomery County, MD, (two of whom are black) said that despite their best efforts, finding qualified (and interested) African-American police recruits is exceedingly difficult due to a variety of factors (education, ability to pass background checks/criminal records, animosity in black communities against cops...).
We can all wish it were not so, but it seems to be (at least for the moment).
