The facts are most of the local qualified applicants seem to have to leave their neighborhoods in order of getting good jobs now. Not all vets return with PTSD. There is a big group of recent vets who have MP training returning. Experience with urban environments and a hostile residents. But even if they were pencil pushers in the Coast Guard they have shown the ability to do service.
I still will think from my experience with local government job openings. Sure there is a application system setup. List of resume or a file. But in the end it is a son daughter or golf buddy, campaign contributor's suggestion that gets the position. Papers are made to work.

Like I said in another thread that is exactly the way it was where I worked in sate government. It was damned hard to break in off the street.
The only reason I managed to get my foot in the door was that I was a Vietnam Veteran and two of the dudes on the hiring committee were Vietnam Vets too.
