What really pissed off the locals in Iran is when the peanut farmer gave the Shah clearance to enter the US for medical treatment. Following the Iranian revolution, relations with Iran were actually starting to move in a positive direction over the course of early to mid 1979 - stable, if not reciprocally beneficial. Then, when Carter announced the Shah would be welcome in the US, that's when all hell broke loose in Tehran.
