Definition of Grand Jury:
A panel of citizens that is convened by a court to
decide whether it is
appropriate for the government to
indict (proceed with a prosecution against) someone suspected of a crime.
Wilson passed the above litmus test under unusual circumstances. Let's not bring facts into it as it was never the intent of the DA to gather nor examine the facts. The more you quote the GJ proceedings, the weaker your arguments get.
