They have "difficulty finding qualified minority applicants".

Which may have some truth to it as the public schools in black neighborhoods tend to be shitholes.

And if they use affirmative action to hire a black dude the cop union will scream "reverse discrimination".

Still, it's hard to believe they couldn't do any better than 3 out of 53 or 6% in a 71% black community.
