A witness is reported to have heard stuff. This witness cannot, from what we are told, link Justus Howell to anything heard.
A weapon is reported found. No evidence as to who did what, if anything, with the weapon is reported.
Just that may be enough to make it a 'good shoot' for you, but the fact that the cops (apparently) did the shooting would be enough for that, for you.
As I said, bare-bones reporting. You have filled in the gaps with assumptions that seem good to you.
