I didn't say anything about quotas. The Captain is from Ferguson, and my suggestion is that he may be able to provide insight into why more locals do not participate in the policing of their home neighborhoods.

In the case of Ferguson maybe it's because the town only became 2/3 black in recent years. 2000 census it was equally split.

So, how would the ratio of black officers climb to anything remotely resembling parity without some sort of affirmative action that the right decries at every step?
