Most of the folks in my 'hood barely own the pot they piss in. One of my neighbors witnessed a mugging in progress and pulled his gun, but just chased them off. No one got shot. The cops knocked on his door to remind him to be careful about things like that, make damn sure he's in the right before he uses his weapon. If he had shot someone unarmed, I'm pretty sure he would have at least been an investigation, even though there was clearly a violent crime taking place.
Some neighborhoods you can't even get into without a gate card or password. And those places usually have the pull to influence things. Know what I mean?

That's not what I meant. My neighbor was well within the law and he did the right thing. They just wanted to make sure he understood that if he had killed an unarmed person, that he would have to prove his case. And, I'm sorry, but that is how it should be. Wild West vigilantism is not the answer.
FWIW, I think I've stated here before; I've been shot. Am I paranoid, toting a gun at all times and distrustful of everyone around me?
No. That's a miserable way to live.
My point was that wealthy neighborhoods tend to be more connected to the powers that be. Are you suggesting this isn't true?
