I know exactly who the new Captain is. I stated early on that I have relative who's a Trooper in the Highway Patrol, and in fact he worked directly under the Captain for a number of years. Says he's an outstanding Trooper and was great to work for.
I didn't say anything about quotas. The Captain is from Ferguson, and my suggestion is that he may be able to provide insight into why more locals do not participate in the policing of their home neighborhoods.
