There are certain things one does not expect from a civilized society. This is one of them. Leave out the racial prejudice, entitlement, etc. Why would any one expect a 23 year old police officer to strong arm and tase a 70+ year old man who was minding his own business and did not break any law?

Punk with a badge & gun comes to mind.
