These things require cooperation and a huge number of Americans are unwilling to cooperate with the government.

These were also among the first nations with documented cases outside of China. Brazil's first case came from Italy.

Except Obama didn't handle anything. When Ebola was identified, they quarantined him in a hospital which is protocol for infectious diseases. Two treating nurses were infected by him. Other than that, it didn't spread because Ebola isn't nearly as contagious as COVID-19 (it's in bodily fluids, not air).
