Uh, no. That's not what the author is saying. The author is predicting that he believes this WILL happen because he believes that Trump isn't fit to be President, and that: "Voters must stop him before the military has to."

It's reassuring to think that the military would have the balls to stand up to illegal orders from Trump. If he wins, they may well have to show it.
