Mishandling classified information is a crime as is handling public records in a manner that precludes access under the Federal Public Records Act. As far as I can tell, she did both. She had a security clearance and years in government and was fully aware of both. In fact, with her security clearance, she's required to have an annual security briefing on the handling of such records. IMHO, she did what she did because of her paranoia about right wingers getting (legal) access to her State records and filtering through them during the Presidential campaign for embarrassing facts.
