Without question, there is a percentage that become officers merely because kicking their dog bored them: but that number is significantly smaller than you might expect.
Why?
Because the hurdles required to become a POST certified, trained and full-fledged officer (including backgrounds, polygraphs and psych evals) weeds out most applicants.
The issue is that the good guys, though consistent interaction with John Q., are forced to overcome any inherent desire to assist in society by finding a way to police it. That is impossible to do without being fundamentally changed.
Mayberry doesn't exist anymore and never did.
The reality is officers control nothing but their own survival.
