I think he's wanted to do this for a while. Gross provided the impetus for a long-sought deal. Also, Obama is also not facing reelection and needn't worry about Florida votes.

Six months from now only the faithful watchers of FOX will still be upset. I believe even the old Cuban Americans will see this as a good thing. Free travel and getting family members to the US. So will this be a end to the instant Visa acceptance at the border for Cubans?

The GOP will piss in their pants.

I had not thought about the Putin angle although I don't know that they care much about Cuba in this era.

No telling what all their motives are.
