This still doesn't address whether they want to become cops. Also, being a veteran doesn't automatically qualify you for being a cop, outside of the ability to shoot a gun (and shooting guns too readily seems to be part of the problem we're addressing). Sending an armed guy with PTSD out into the 'hood doesn't sound like a great idea to me.

I know my local PD have ""requirements"" but suspect they get fudged. Just by fact it only seems to matter the last name or who you know to get hired. They make the all paperwork workout.

I'm sure that's true.
The State Government office where I worked was like that.
They had very exacting qualifications, job descriptions and application requirements, but in the end most hiring and promotions were ultimately determined by the Good Old Boy, or Good Old Girl networks.
There are all kinds of creative ways of making the personnel requirements work for you when you are in the hiring seat.

Of course there are, but it does nothing if the targeted demographic has no/little interest in becoming cops. I know from personal experience the difficulties associated with trying to recruit/hire African-American, Hispanic or female engineers, for example.

They were 4 police chiefs with the responsibility and an expressed desire to recruit more blacks, dipshit. I've have a sneaking suspicion that they know more about this issue than you do.

FWIW, here's an excerpt from the MoCo Police Chief's CV (one of the two white guys):
Chief Manger is credited with reorganizing and expanding the Police Department’s Community Policing efforts. His commitment to the highest ethical standards for policing and his enactment of new policies to increase departmental accountability earned significant recognition from the community, including the Fairfax County Human Rights Commission Award for outstanding contributions, and the N.A.A.C.P.’s Community Service Leadership Award. Chief Manger is a graduate of the F.B.I.
