I'd suspect there would be several possible scenarios analyzed and depicted in various CIA memos. Take your pick. I can't see how the administration cannot be culpable for the incident. There was no need for the "movie theory" to be floated for a week and a half. Notice how quick the administration called today's Lebanon bombing a terroist act.
