Remember when a LEO only could only issue a warning if you were pulled over for another infraction, but could not pull you over and issue a ticket just for the seatbelt. That has gradually expanded to the issuing of progressively expensive tickets.

So, again, just to be clear, a national dialog on creative ways to address issues such as what just happened in the movie theater and the Sikh temple where no topic is off limits is out of the question. Do I have that right?
