Maybe it's conjecture. Let's just call it suspicion based on known history. For example, the plane that was used to haul the $400 MM was an Iran Air cargo plane. Iran Air was sanctioned by Obama because Iran Air flights were being used by the Iranian Revolutionary Guard to shuttle weapons.
