Among politicians (who aren't even required to have security clearances), yes. Among professionals involved in national security, not so much.

The bigger issue is Trump's refusal/lies/obstruction concerning the return of the documents. Criminal intent seems pretty clear in Trump's case but much less so (if at all) in Biden's case.
