So, contrary to the General's characterization, the National Guard was authorized, but the mindset of the various law enforcement agencies on that day was "we'd rather not use them". Ultimately, the actions of the protesters forced their hand, but I think human mis-judgment and human error by many folks played quite a bit into the events of that day.

Next time I accidentally run into a car parked in a no parking zone, I will claim that that car should have been parked there so therefore I am not at fault.
