How in the world have I mischaracterized the report? Hell, I've quoted directly from it.

When Trump did not call the National Guard to respond with the Capitol under siege, he ignored an “urgent need” for his intervention, the retired generals and admirals argued.
“The president and commander in chief, Donald Trump, abdicated his duty to preserve, protect and defend the Constitution,” they wrote. And in doing so, he “tested the integrity” of civilian control of the military “as never before, endangering American lives and our democracy.”
There's a ton of conflicting info about whether or not the national guard was authorized and why there were not deployed, and whose responsibility it was to deploy them. I think the political blame game is in full force on this one.
What has been reported based on evidence:
1) A Capitol Police timeline of the days and weeks surrounding Jan. 6 shows former President Donald Trump’s Department of Defense (DOD) offered the National Guard’s assistance in the days leading up to the violent attack on the U.S. Capitol, validating claims from Trump administration officials that were said to be false by liberal fact-checkers.
2) District of Columbia officials knew of the planned protests and had requested some assistance when the "First Amendment demonstrations" were planned for Jan. 5 and 6, McCarthy said. Based on this request, officials called up 340 National Guardsmen to help. The Guardsmen were assigned mainly to traffic control, Metro crowd control, some logistics support and a 40-member quick reaction force to be based at Joint Base Andrews in Maryland.
"No other requests were made," the Army secretary said.
3) Further: But the protests turned into a mob rioting through the halls, chambers and offices of the U.S. Capitol. At around 2 p.m., D.C. Mayor Muriel Bowser requested more assistance. Acting Defense Secretary Chris Miller immediately called up 1,100 members of the D.C. National Guard.
4: Finally: At 6 p.m., Miller authorized the mobilization of up to 6,200 National Guard members from Maryland, Virginia, New York, New Jersey, Delaware and Pennsylvania. These service members will flow into the city over the next few days and will help secure the peaceful transfer of power to President-elect Joseph Biden on Jan. 20.
So, Trump authorized the use of National Guard troops. Troops were initially requested and utilized that morning. When things got ugly, additional support was requested and authorized. There's additional info out there that suggests that the Capitol Police and the Sargent at Arms specifically declined National Guard assistance for their efforts.
The Generals can certainly publish an Op Ed if they want. One has to wonder why the Op Ed misstates or mischaracterizes facts that have been published by the DoD.

The generals are also smart enough to know Trump incited the riot as part of a seditious conspiracy to overturn the constitutional transfer of power after he lost the election. But they didn't go that far.
I guess this is a measured announcement, to hopefully reach some independents and Republicans who can take on this message, but for whom the later is still a bridge too far.

Also, the OpEd failed to take one significant element into account:
Numerous government investigations have established that law enforcement agencies gravely misjudged the threat that the Jan. 6 protests could turn violent. They have also come to general agreement on one fact: Law enforcement and military officials planning for Jan. 6 thought that proactively mobilizing the National Guard was a bad idea. The image of armed troops surrounding the Capitol, they believed, was incongruous with a ceremony cementing a peaceful transfer of power.
So, contrary to the General's characterization, the National Guard was authorized, but the mindset of the various law enforcement agencies on that day was "we'd rather not use them". Ultimately, the actions of the protesters forced their hand, but I think human mis-judgment and human error by many folks played quite a bit into the events of that day.

Trump goes on Truth Social rant after Jan. 6 hearing

The most interesting thing about this article is that it's from a Murdoch publication. They really have changed their tune, are actually telling a tiny bit of truth about Donny now, even calling his rants by their name.

Not sure how responding with something that’s only tangentially related to my post above supports your argument. Seems like you’re just throwing a lot of crap against the wall and hoping that something sticks.

This is, after all, your thoroughly debunked "FAKE NEWS!" thread. Just noting that your real fake news (mostly propaganda) coming from Murdoch enterprises appears to be not so much in Donny's camp these days. Do try to keep up!

You muddy the waters. You repeat misinformation.
The core question is simple: regardless of all that, when the reports come in of violent rioters trying to break into Capitol, and then succeeding and entering the building en masse, the President should take immediate positive action, don't you think?
Just answer that exact question, if you will.
