Because this whole thing starts with him just trying to do his job and being forced to kill a violent strongarm robber to protect his own life.

Yuck. Given any choice, nobody wants that...

I'm sure he would have much preferred that Brown have not been a drugged up, assaultive, robber thug who responded to proper authority through violence due to personal entitlement.
