Using that, and if it survived a court challenge, would decimate Congressional power vis-a-vis the debt ceiling. It would be akin to the power they lost on foreign policy in the last 50 years or so.

I don't understand Obama's apparent reluctance to use the 14th Amendment. I guess it would make him look (more) overbearing to some and he might prefer that the 'Baggers lose by the public turning on them.
