Having worked at the HQ of three government agencies, I can attest that even inside agencies, those on the second floor have no idea what those on the fourth floor are doing. When it comes to agencies across town, all bets are off.

Then why would you brag about your government work experience?

It's just the nature of the beast. Individual government agencies (or branches therein) can do some very good, well-managed work. However, when it comes to coordinating between agencies or different offices within the same agency, turf concerns often result in the infamous "stovepiping" phenomena.

A Harvard Business School study showed that while profit is the prime motivator for upper management in the private sector, turf is the prime motivator in the public sector. It has always been such and Trump can't and won't change it. The formation of Homeland Security was intended to break down such stovepipes between all the disparate agencies that now make up the agency. It never happened and never will.

Was that the same one where the terrorists crashed a jetliner into the Capitol and took out the President and congress and left Jack Ryan President?

I remember reading that one way back in the mid 90's way before 9/11.

Then after 9/11 Condi Rice came out and said no one had ever dreamed of terrorists flying airplanes into buildings.
