There are also very likely digital communications which are still classified, and / or cell phone or satellite phone communications which were received either by the DoD, CIA, State Dept and / or the White House which gave much closer to real time info on what was occurring.

Bottom line: Anyone who believes that there aren't more advanced communications equipment and protocols between State, CIA and DoD and their assets in the field have no experience whatsoever in this realm.

Having personally been responsible for managing the construction of support facilities for said DoD communications infrastructure, I know otherwise. The psychical infrastructure exists to be sure. The ability to effectively use it for real-time communications and decision making between agencies has always been the weak point. It may be somewhat better than it once was, but it has a long way to go.
