Not untrue of many organizations to foul up employee logistics. However, the technology supporting DoD, and State Dept operations in the field is vastly different than that which you describe. I'd have to suspect that you know this. The email communications between the security officer in the region and the White House have been leaked which is only one avenue of communication. There are also very likely digital communications which are still classified, and / or cell phone or satellite phone communications which were received either by the DoD, CIA, State Dept and / or the White House which gave much closer to real time info on what was occurring.
Bottom line: Anyone who believes that there aren't more advanced communications equipment and protocols between State, CIA and DoD and their assets in the field have no experience whatsoever in this realm.
