Obama tried somewhat. He signed an agreement but the Chinese just laughed and continued with the same play. They did so I believe because they did not expect any serious retaliation.
The Chinese culture has no room for intellectual property rights. The needs of the many outweigh the need of the one. If you want to do business in China you play by their rules. I don't recall this intellectual property theft being a secret.

I think it's more 'the needs of me outweigh the needs of you.' It's not like some Chinese firm gloms on to some technology, and then posts it publicly on the Internet because 'information wants to be free....'

The US was lax. China was not only an economic competitor, but also a potential military adversary and it was obvious that many of her companies were in fact ran by or connected to her military.

Now the US is telling China that it is not going to be business as usual, especially since US has realized what MADE IN CHINA 2025 is. The US has made certain strategic sectors off limits to Chinese business. This has support from both sides of the aisles.

More the essence of a report by Mueller was issued.
Very few know what Mueller reported to Barr so far.
May stay that way it appears, so much like a light beer is to a good Stout. Both are called beer, just one is vastly more robust and satisfying.

Don’t Wait For a Redacted Mueller Report
The law is clear: Congress is entitled to the full 400 pages.

Some on Mueller’s Team See Their Findings as More Damaging for Trump Than Barr Revealed

So Barr is protecting Donny? Who’d a thunk it?

No, I doubt your long record of grammatical and spelling errors here would get you a job at the NYT. They do have standards...
