Obama tried somewhat. He signed an agreement but the Chinese just laughed and continued with the same play. They did so I believe because they did not expect any serious retaliation.

The Chinese culture has no room for intellectual property rights. The needs of the many outweigh the need of the one. If you want to do business in China you play by their rules. I don't recall this intellectual property theft being a secret.
