Perry County Tennessee does not strike me as a place of deep educational attainment. Here's a bit about it from Wikipedia:

The longer the detention the bigger the lawsuit. Unless he has an "accident" along the way.

Perry County Tenessee is the last place you want owing you any substantial sum of money. Anything remotely adequate would bankrupt them.

I checked and the Perry County annual budget is $33 Million and they are financially solvent. So a strong case of false imprisonment besides setting the bail at an impossible level just to keep the person locked.

1A & 8A at play here and whatever else a good attorney can come up with. Sue the SOB's who were simply trying to score points and over reached.
