You obviously don't understand the dynamic between regulatory agencies and DOJ. IRS cares about tax compliance and revenue whereas DOJ cares about (major) crime. Failing to file tax returns is a misdemeanor and Hunter paid his tax debts when his liabilities were exposed rather than fighting and lying about it (like Trump did).
The difference is (as it was in the Mar-a-Lago documents case) is that Hunter cooperated with authorities and voluntarily paid his tax arrears (as Joe Biden and Pence cooperated and voluntarily returned the documents) whereas Trump denied, deflected, and lied about his tax/bank/wire/business frauds (Hunter was not accused of decades of tax and bank fraud, just failing to file returns for two years (misdemeanors) - big difference).
