It takes decades to change a culture. Change happens when extreme conditions are allow to go unchecked. To the boiling point that they can no longer be ignored. Human nature to put off and wait. Waiting for others to fix the issues. Then when it is to big to ignore any longer and way more complex to fix. Then will blame others for allowing it to happen.....
