One would think for any measures to be as effective as possible. It will need to be implemented everywhere at the same time. The hit or miss hodgepodge random seemingly at times approach may well do more harm then good.
The virus cares little for city county state country lines.
What good will a mask mandate do in one city if the one right next to it does not?
A country wide mandate, really a world wide one is needed to slow down the progression and infestation of the virus.

On the effectiveness and or quality of masks worn. I would venture to say a bandana worn would still offer protection to others from the wearer. The wearer may not be protected to the highest level still protected.

Some sort of properly worn mask that covers mouth *and* nose is going to help catch particles and droplets that carry viruses. That is the point and the starting point for transmission control.

You are precisely the type of person who yells at immigrants to "speak English!", when you can't even master your own native tongue. Such sorry, ignorant people you are.

When I lived in Europe, I had the courtesy to learn the language of the host country - not fluently, but conversationally, in the 2.5 years I lived there. I've worked alongside many immigrants to this country, many of whom had better command of English than you do. My closest co-worker, from India, spoke five languages, and made a point of improving her English vocabulary every day. It's critical for anyone who doesn't want to remain at the bottom rung of the corporate ladder, where people like you will forever be stuck - bitter, angry, and voting for populist demagogues.
