The only way you can "manipulate votes" is to somehow get access to the voting machines or the voting process. Also, reportedly Trump spent far less than Hillary's campaign and still won.
Broadly speaking, for a foreign entity's money to end up in our election process is troubling. But it has been a fact of life for years that foreign money ends up finding its way to candidates for US office even though its
prohibited by law. Remember the Clinton's
accepting money from the Chinese?
Do you think its also wrong when we interfere in the election process of
other countries?
