As has been pointed out, I didn't say or imply the above.

I think it doesn't matter whether they were armed or not.
I think they, like any civilian population, armed or not, are basically helpless unless they have a powerful enough regular armed force between them and any trained organized armed force out to do them harm.
Basically, you have to be able to hold lines. If troops can get among civilians, it's all over. Your choices are to do as they say, or to die quick, with your family living for a while or dying quick too, depending on your choice.
Think a little of the advantages the troops have--all sorts of first line weapons, which they are practiced in using. Heavy weapons available: machine guns, mortars, and on up to armored vehicles and artillery.
They fight in disciplined groups where men specialize in various skills, organized into bigger and bigger groups, with command and control in the hands of selected men highly trained in their roles. They are all trained to use tactics suited to their task, that take advantage of all the strengths their organization gives them.
You know what happens when one untrained man with a rifle tries something against an outfit like that? We'll allow him first shot. He will almost always miss, then a couple of grenades get thrown, and it's all over. The army basically hardly notices his brave act of defiance.
If you imagine a
group of trained, capable resistance fighters, they may wound or kill a few troopers, but the army will roll over them--and such groups will be few and far between.
And only incredibly desperate guys would try resistance, because they'd have to know they and their families will die quick as a result. In most situations, most aren't going to be that desperate.
