We already know that the CIA was operating with the Bolivian Army Rangers who were hunting Guevara. We've also known that Guevara was executed after capture. Whether a CIA operative or a Bolivian Ranger pulled the trigger is pretty meaningless.
This sort of shit went on all the time in the '60s, '70s and '80s. Remember Salvador Allende? Omar Torijos? Ngo Dinh Diem?

Another favored group were Soviet Jews. Americans Jews who had agitated for them to come to America later viewed them negatively after noticing their abuse of the very generous system of assistance.
There was a strong suspicion that many were not even Jews, but were people who had bribed their way into Jewry to get refugee status. There was also a strong gangsta undertone.
Polish illegals became angry as they watched the Soviet Jews given the"red carpet". In Brooklyn the Poles had to stand on the corner with the Central Americans to hustle a day job.

its meaningless if you're assuming that the CIA lead the effort in Bolivia to track down and kill Guevara. I don't think that's a conclusion that can be drawn, though it's a picture that some like to paint to reinforce the marketing effort behind Guevara.
So, if that's what you think, maybe Obama's photo op can be interpreted as kind of like "spiking the football"?
