Look at FDR's record as governor of New York sometime. It was a pretty shady/shaky period yet, when he came to Washington, something happened. Maybe it was just Eleanore deciding it was time for her to put her foot down but something happened and FDR basically saved the country.

As it happens, I know Braman slightly and know a lot about his sleazeball car dealerships. He's definitely unscrupulous enough to go to e to toe with the Kochs but he's nowhere near rich enough.
