And people claim that we don't need unions any more. Most collective bargaining agreements include at least two to four hours of show-up pay.

This could be covered by a Federal Employment rule as this seems universal. Even a small company like ours honors this, not that we ever have or had a daily on call workforce (read a perpetual temp workforce that is common in our area). When we bring in employees for any task over the weekend, we pay the minimum two hours but usually try to schedule half day's work.

My oldest son got a taste of this back in the early 90's when he was in college. He got a summer job washing dishes at Denny's. About midnight on Saturday when things had slowed down the manager told him to clock out, but don't go home. "Just sit in the break room because we may need you again because we usually get a rush after the bars close at 2am." The next week he got himself a construction gig for the rest of the summer and he quit Denny's.
