This is still seriously fucked up but, to repeat, it's not what you said. This is.
"When the needs of the populace are to be appropriately policed, they should subordinate themselves.
"Failure to do demands consequence."
In other words, the "populace" must, in advance and as a "default position", accept a subordinate status in order for the police to function in the manner which they deem appropriate. A society where the citizenry is forced into a subservient position by police power and authority is, by definition, a police state.

What does this even mean? "We" never pass laws. Our elected representatives do and they most emphatically don't always do so in the best interests of those they're sworn to serve. In that sense, that of being faithless servants, they're very like the police.
