I think the answer is to make police answer to a civilian review board when complaints are made against them.

One that is made up of civilians that actually represent the community.

For example in Ferguson, where 2/3 of the citizens are black, 2/3 of the review board should be black.

Having cops investigate cops is like having the Fox guard the chicken coop.

Of course this idea will make the cops squeal like stuck pigs because it would take away their "Blue Wall" that protects them.
LOADS of unintelligent bullshit.

With citizen review boards all you're going to receive is codified entitlement.

Zeke it is rather pathetic that you believe only cops have and sense of honor, justice and truth, whereas the great number of police forces that possess these values is shrinking, why is that I wonder?

Everything Tom proposed seems quite sensible in view of current events.

It's rather pathetic that you believe a Board made up of John Q. won't be inherently ridden with or influenced by the same folks making it impossible to equitably police without officers being in danger.

Sum?

All you're doing is empowering those folks creating the issue (and it's NOT the police).

No institution, including police departments, can be trusted to not use any power they've got, abusively for their own benefit. This applies to civilian review boards as well, of course. The ultimate check on everyone, in a democracy, is the ability of voters to replace responsible officials.

Keep in mind the government, including the police, exists for the benefit of the populace. Government, including the police, does not exist for its own benefit. And the populace does not exist for the benefit of the government, including the police.

If the police do not like being subordinate to the needs and expectations of the populace, they should quit.

When the needs of the populace are to be appropriately policed, they should subordinate themselves.

Failure to do demands consequence.

Are you shitting me? As I'm sure you realize, what you're advocating here is literally a police state.

Agreed with one proposed amendment.

This civilian board is to have term limits, if not the PD will own them.

That's fucking bullshit, alarmist, reactionary, short-sighted, scare tactic, dumb and pandering.

Love your use of code words to elicit fear and support lawlessness. It's very GWB.
