When casinos were first approved in Missouri, they were only approved on Riverboats. Thus all of the casinos were built abutting the river, and at least a portion of them floated. They became massive structures that made a joke of the idea that they were riverboat casinos. For a long time, the casinos were required to have a riverboat captain on staff. I'm not sure that the river requirement still exists. I was recently at one of the casinos to present a training session. The scope of the facilities speaks volumes to the profitability of the venture.
In Kanas, the casinos are owned by the state. Figure that one out.

There was a similar thing back in Virginia years ago. There was a time when one arm bandits were legal in several counties in the adjoining state of Maryland but not in Virginia which, at the time, outlawed saloons too.
Anyway, the Potomac river constitutes the state line between these two states and the entire river from the low tide line (and I think the whole river above Great Falls) is Maryland's. So some enterprising Virginians built piers from the shores of the Virginia side out past the low tide line and set up saloons, complete with slot machines. These were accessible only from the Virginia side but, since they were beyond the low tide line, they were located in the Maryland counties where they were legal.
Then Maryland ruined the whole thing and outlawed one arm bandits.

I just gotta comment, TJ...the GOP started their really disgusting schtick with the election of Reagan and the implementation of voodoo reaganomics in the early 80's. The GOP has not been the same GOP as in the "I like Ike" days, for 35 years.
Of course, democrats and liberals have enjoyed their tax cuts with a minimum of complaining for the past 35 years. How many "liberal" democrats would have been elected to office over the past 35 years if they came out and said the actual truth. That the income tax schedule in this country is nuts and everybody needs to put in more. And if this is the greatest country on the face of the earth...is it, or is it not, worth paying for?

At least one is anyway. Never figured out why smoking and drinking are considered sins in Kansas but gambling is not.
