It's simply a dress code, just like fancy places may require a jacket or tie.

You're still dodging Mike. Regardless of where the idea of 'no shirts, no shoes, no service' came from they are applied to all customers equally.

Exactly. once when Florence and I were in London we wanted to experience English High Tea so we went to Claridge's. I was not wearing a tie as I had a sports shirt under my jacket. The man at the door said ties were required and promptly found one that matched my outfit and clipped it on. He then showed us to a nice table and said enjoy your tea. We surely did and gave dinner a pass.
