I believe the overall percentage of exemplary officers
in good and well funded departments is closer to 99.9%. (I've been state and fed backgrounded, UA'd, interviewed, polygraphed, etc. Crazies do NOT get through that process.)
The problem is when normal people are -- for whatever reason -- dropped into the social equivalent of war zones and held to the same standards of those in Mayberry RFD.

A traffic stop for cause that goes bad when all triangulation of circumstances, available information, location and
citizen actions tells you this is dangerous and you could be killed?
That's on the actions of the citizen.
