Nah. The trend inside the Beltway - particularly in the WH - is to ignore the plain language of the law.

But I'll defer to you you guys. In fact, under your interpretation of the rules, I guess we'd get to impeach Pelosi twice, since her junket to Syria in 2007 was against the express wishes of the Administration at that time.
