Nobody wants to -- ever -- shoot anyone. If criminal intent decrees, it's not on the officer as the action was demanded.

Are you aware that you are victimizing criminal behavior? The only way your metaphor makes any sense is if the woman was engaged in criminal activity. At that point? She does not, nor anyone, remain a victim.

Oh I am thinking which is more than I can say for you. The boy's sister was unarmed and merely wanted to look after her 12 year old brother who at that point was not dead. The big burly idiot of a cop decided that he could not face that situation and so arrested her.

Au contraire I have watched the fil several times, she had nothing in her hands, when she was handcuffed there was no attempt to frisk her, she was simply tossed into the back of the patrol car.
