"Sawed off" doesn't necessarily mean under 18". They could've been nothing more than bird guns chopped down to a shorter, but legal length.

I see the press is trying to make a big deal out of his pocket knife.

Personally, I think the BLM should've activated a couple mechanized companies with appropriate air support (DHS Apache gunships) and wiped out that whole nest of traitorous vipers on the Bundy ranch.
