And as of Wednesday morning Perez said school officials had not returned her cell phone, in lieu of a $15 fee she would need to pay.

The English do this stuff so much better and they do not even carry guns. Are the cops sick or is this sickness going around just a manifestation of an ill society? We get mad when cops kill people but generally do not get upset when citizens kill others, unless of course they are family or friends.
