Last time I checked, both Jordan and Egypt are not enemies of Israel. Neither is Lebanon, though they don't have great control over Hezbollah. Lastly, Syria is so phucked up that they don't currently represent a threat to Israel. So, none of Israel's bordering states are sworn enemies.
As for these "sworn enemies" getting Palestinians to do their dirty work, the Palestinians are fighting for their own freedom/dignity/homeland, not as agents of Iran (though they do indeed use Iranian weapons).
