Aren't many blacks on the Ferguson PD because other municipalities, including St. Louis City and St. Louis county, pay far better. Why work for a second tier force AND make less money, less benefits, have fewer advancement opportunities, and less prestige if you are good and a minority?

The officer is going to do time. He shot Brown seven times, including exiting the car and shooting him after he ceased being a threat. Write that down for future reference.

There are several eye witnesses that have stated Brown was shot multiple times while he had his hands up.

"Hands up" doesn't make you a non threat, especially if you're a robbery suspect.

On the ground or on your knees, facing away from me, with your hands behind your back makes you a non threat.
